So I noticed something about the NPC Troopers. It seems like they cap out at level 85, with around 4 Skill Shards on each skill (give or take). Is there any reasoning for this? Why would the progression stop there? Unless, do they max out when you reach level 100? I wouldn't know, seeing as I'm lv. 95, but I think the NPC trooper leveling stops at around 90...
