Assassin CR, Attack / Magic Down, & Immunity

Is it intended that ACR's basic can inflict Attack and Magic Down on characters having immunity? Her skill description doesn't indicate that it should, but I see it happen against my team all the time.

Sorry if this has been discussed elsewhere - I know the HP Reduction has been discussed extensively.
