Inflict Decrease Max HP

Anybody else having an issue completing this? I've tried all the characters that drain HP but it doesn't work.

It's not "drain HP" it's "Lower Max HP". it's referring to the grey bar on the HP status that lowers how much a character can heal..

Necorpolis Talismans, Assassin Corrupt Rescuer, Beast Eddie....

I completed it with Warrior Lilith equipped with Necropolis talismans.
