Magus Hellraiser & Assassin Chopper AWOL in BoS?

I believe Magus Hellraiser and Assassin Chopper should drop as natural 4* characters, but neither is appearing in the corresponding souls on the Fragments screen.

Devs, is that just a visual bug, or did these characters mistakenly get removed from normal souls? I didn't check the other Night City characters to see if they have the same issue. Thanks!

I just looked at the Rare Soul available characters on the Fragments screen, and none of the new Night City characters are showing.
