How does one use cosmic evo items like sacred crown and tarot cards?

Well, once you level from a 2* to a 3 *, then the evo stuff like sacred crown, demon seed, etc. are necessary, along with the cosmic evo runes 1* & 2*.
You'll need 5 sacred crowns for example along with the cosmic evo runes, to evolve to a 3*. It's not cheap and takes patience. I need 3 more sacred crowns and then I can evolve a T2 to a 3* cosmic tali.
The catalyst souls RANDOMLY give one of the demon seeds, sacred crowns, ashes of ice, black rain, etc.
The pics below show how I need 4 more 2* cosmic evo runes to upgrade one cosmic, and the other pic shows the need for 3 more sacred crowns to evolve the T2.

Well, that may be because on that screen you are using it to power up, not evolve. So that high price could possibly be to deter that usage by mistake. I evolved a T1 from 2 star to 3 star using Onyx and it didn't cost me 19.5 million.

Use the Cosmic Runes, they will be much cheaper. You can probably use any other color, but if it is not the actual intended type, it will cost more. Like using red runes to power up green talis. It works, but gets expensive.

And now we know, that if we battle Yup's G. Heirophant and he just won't take damage, or kicks our butt embarrassingly, then we know he probably has a 3* cosmic tali with like 8,000 Hp or 900 attack stat..... LOL.
