I was traveling at the time, so I didn't experience it. But, I just saw this (https://www.zerohedge.com/news/2019-06-02/did-government-just-test-internet-kill-switch). Maybe it was related? The times seem to line up.

There are only servers in western Canada for the entire game or just North America?

Believe it's the entire game. Resets are Pacific Standard Time and they observe Daylight Saving Time as well.

I just wanted to add that I also coud not log in at the same time and I am located in germany!

Server days are UTC+0 and don't obey daylight savings time. I.e. when you live in Britain during winter the daily roll over is at midnight and during summer it's 1 am respectively.
