Troopers list Refresh is bugged

While looking for troopers, I can't refresh the recommended list. The button doesn't do anything. New troopers don't appear unless I restart the game.

Update - the list doesn't refresh even if the game is restarted. Apparently it has a "cooldown time"

(I wanted to search for some troopers that have eternity eddie as champion so that I can run eternal key for ECE. But this bug doesn't allow me to search repeatedly)
