I would like to get advice from you guys on which characters should I upgrade and also would like to add some strong troopers(currently stuck on LoL 13)

Welcome, Turnch, I was stuck a lot of time in LoL XII, just to realize that it was a matter of Talismans, not toons. I finally went through LoL XIII and XIV, and maybe I should had tried XV but I wanted to tune up the team.

Ok, this is what I would do:

- Eddies: Work with the Gambler, is clearly your best Eddie, and try to find the Cyborg or buy another one like the NotB Eddie
- Awakenable: Try to play frozen wasteland to get 3* bricks and get your Horus to the max level you can, he's a good toon. Playing LoL XIII should give you enough to get him to tier 9. Buy Warrior LoL, it's great and you don't have any LoL
- Regular Toons: Keep farming, you are in the point were you have to build a better team, whenever you can, get The Killer Prime, try to get the Wicker Man in this event and awaken him if possible. Also you will find 3* red bricks in Frozen Wasteland.

By now, I see it difficult that you can play higher LoL levels, but keep playing, find more toons, and have fun. You could start playing Gangland or Airstrip dungeons to get the Eddies from there. They will help you also to get some talismans.
