What's the refresh timer on sands of blood ?

Is it on some kind of schedule though ? Like, at midnight, 8am, 4pm ? Because when I've used some, I've noticed the timer having several different values.

The timer ticks always, even if you haven't space for new SoB (timers of SoW and SoT work in this way too).
My endpoints of timer are 0:10, 08:10, 16:10 GMT
