(Hearsay) Bug: Talsimans not providing multiple effects on multiple targets

I cannot confirm this one, but it's a big ticket I feel.
Apparently Talismans such as the stun and freeze sets do not stun or freeze multiple enemies when an AOE character uses them. Can someone possibly investigate this one before it gets expensive please and thanks?

Not sure if this is a bug but yes, stun and freeze from talisman are not AOE-able. They only land on the selected targets.
