Questions about multiple shields and accuracy increases

1. Does multiple shields functions?

When I am playing, I will use Heal Shield + Reflect Shield, or Heal Shield + Void Shield.
But it seems only Heal Shield functions. So is this means even you use multiple shields, but only one of them will function?

2. Is accuracy increases useful for talismans? Such like burn set, blind set, freezing set......

I don't know about #1, but I'm pretty sure the accuracy buff works with talisman set chances.
