I know if you "sell" a character you get the talismans back,do you however get the skill shards back as well?

Never tried but it would be a known fact by now if it did so I'll answer with some confidence... No

Happened to me in the past with a holy smokes eddie...the answer is, sadly, no.

If you sell your character, the only thing you get is gold. No shards, not even talismans (I've just sold dupe character with excessive talisman I didn't intend to use anyway to confirm the fact).
Which means that shards are even more valuable being "consumable" objects and you have to be VERY careful and think twice before you use it on any character.
