If you want to spend your Skillshards on 2* Owl Cultist.. Check this first

I was thinking about maxing an 2* Owl Cultist to unleash the hell on PVP Arena.

But what i understand here is, during maxing his skills i will spend one skillshard to get %1 more chance to silence all enemies for 1 turn.
Since base chance is %35, after skillshard it will be %36 chance.

What do you guys think? Is he worth it?

This or maybe was intended +1 turn for total 2 turn of silence and the same 35% chance.
