It took me whole 2 years to find the Prisoner. I have 6 of them now...the most recent one dropped during the FoI Eddie out of a rare gunner soul.
Money wise it’s the A Krampus!
3 xmass, over 500 souls open (don’t ask about the $$$) later and i still don’t have him...and i probably never will since i’m an orthodox F2P player now...
Samurai Ed was mine! Took about 2 years to get him. From the recent characters, it is Ass Hiero and Executioner Ed (was happy to see him in heroics soon) that just don't want to drop

For me this example shows that the characters are by far not evenly distributed in terms of drop chance. I must have opened >200 rare A, G/A plus ~40 epic A souls since he was introduced and he did not show up (same is true for the Hierophant). Or the both of us just have severe bad luck ;)
The only character I am missing is Daedalus.... he has never dropped in 2 heroic rounds or the original event.

While are some of these are pay only (at least currently) and one who isn't really available yet (Fallen Icarus Eddie), there's at least 2 Christmas characters in there that I'm hoping finally drop for me sometime next month. No idea if the Angry Bird characters will make an appearance at sometime again either.
Edit: Oops! Forgot I don't have Guy Fawkes either (once again, pay only, not in the Compendium).
And yes, I pretty quickly get all my characters up to level 100 (even that Warrior Possessed Rifle), and shard most things (tho there's still a way to go on that front).

i want the eddies from the albums i love: book of souls, final frontier, fear of the dark, etc. But i know some of them are nearly impossible, at least for a new player. but i'll still play everyday, i'll get there someday
Prisoner and Raven Witch. For neither to be heroic exclusive Im still yet to drop either. Also Visions Eddie. Multiple Witch Doctors, Icarus (Icarii?) and various dupe Eddies from sentinel mythic souls, still no Visions.
Gunner and Sentinel Minotaur I would say - probably Assassin Krampus too but he is time limited at xmas only so just never had the luck trying to get him.
For the regular "older" soul's I would say The Killer is starting be my white whale.
For the newer ones FO Icarus Ed, Oni Ed and the Gunner Minotaur for sure.. basically most of the Gunner and Assassin charters are playing hard to catch.
The others highly on my list are NOTB Ed and Goalgiver (just for the sake of getting him after 2x times trying)
Luci and Dark Lilith are my long term goals.
Ugh. So seems that linking pics off the compendium has been blocked, so I'll just need to list them all manually now. *sigh*

For a while, the Prisoner was elusive. I couldn't believe I didn't have him. Now he is fully awakened and on my attack and defense team! The Killer and Gunner Pharaoh Dog King are my most wanted characters now.
G. Werewolf was my first 5* unit (I’m not that old). I sacked him during the Artifact sack event to get to an Ultimate sacrifice, not realizing he was a heroic exclusive.
Coming back the middle of next month. We’ll see!

Oni Eddie as far as Eddies go. Im needing Assassin Werewolf, The Killer, and Domino (Magus).
I would say Domino, the mistress, doomsday eddie, purple bat and the ghosts from the Christmas event.

I FINALLY got my Gunner Minotaur out of a Rare Gunner soul today. My god, did that take for-freakin'-ever. Now maybe I can double my luck and pull a Domino too.
