November 2018 Tuning - PRELIMINARY

The following is the preliminary list of character and talisman tuning changes that will go live in an upcoming update.

The timeline for this update is not confirmed, but we are targeting the end of this month.

Please keep in mind that this post is only looking at a preview of character and talisman tuning. The next update will include many other bug fixes and improvements not specified here.
