Actually it's not completely useless. There are a couple lower to mid level single-hit characters with crappy power moves (W CotD to name one) that rage works very well on... and now I can clear up red slots to use something else in addition to Rag e on them. In any event, Rage is WAY better than Shell or Ascension.
In addition, I still have enough frags for 1 evo soul.. and now enough frags for 1 epic evo soul.. so it's not like I burned everything.
Also it really doesn't matter if you spend the base frags now or later-- you'll still end up with the same amount of epic and mythical rollover at the same time, e.g. if you wait for a good monthly feature, you'll have to buy X number of basic cosmics to get an upgraded one.
Can't figure out how to upload images here... I am not tech savvy. (Site just says they can't be loaded...) But, check it: I took our old friend Dessert Guardian, a 3-star Sentinel Magic Specialist. Bad fit for Rage Talis, right? I slapped three random un-leveled 3-star green talis on him, a Cosmic Rage Spear (un-leveled), and a set of Warlords. (I wanted to see just how bad a choice I could make on the unit and still make this work.) I plugged in Cyborg as my Eddie to bump my power past 8 so I could Turn 1 Rage Spear (attacked a dog with Cyborg), and tested good-old Guardian out in the Boss Madness Lvl of Night City.
... oh. I also used Undead Axis Gunner, which gives my team Lifesteal. Rage Spear does six hits of Physical Damage. Did I mention that?
The result: Guardian (with < 2,000 magic, < 1,000 attack including Talis) K.O.s The Killer Beast (with his normal attack) after using Rage Spear.
Now, The Killer Beast at Night City is not, like, the gold standard of defensive units. But keep in mind that I did this with essentially three Talis, one of which was not leveled at all and was a frankly inappropriate choice for the (not classically aggressive) toon. In other words, the Rage Spear Cosmic allows anyone to do what I just did with any form of "Lifesteal" and Warlords on any character, including i.e. characters that hit with true area damage with their basic attacks and can make use of a maxed Tali's attack boost.
Still not relevant in a Max. Moonchild arena, but... there could be perks.

Hey @Ruby_LOTB, would you please check out ticket #52433? I sacrificed an evolution talisman soul in the BOS and received a Rage Spear cosmic. Shouldn't it have been a Serenity cosmic?
I knew something like this would happen so i made this little video...
even if it says that in march talis should be Serenity, on the 3rd of march i got Rage one!
and also i can't see which one i got when i hold on talisman, but i can see description for gold idol and shards :p
