The description of the Cosmic Pharaoh Dog Talisman says it is meant to "Grant 1 Power and 20% Fury to your team for each ally that is currently alive after each action". This effect is only triggering for the first action in battle and does not trigger for subsequent actions.
This has been tested in the arena and against Odin Raid boss and the same bug is present in both.
