Shadow talisman - activate perfect hit?

hey, i was wondering about the shadow talisman that says it grants vanish, crit chance, and all damage charge for 1 turn if perfect hit is active at the start of your turn. how do you activate perfect hit, is there a talisman or is it something else? thanks!

You need a toon that grants perfect hit. The passive of Desert Maurauder or Assassin Pyro Soldiers would do this for example. Clansman Eddie also has a power move that does.
