I don't think there is a most likely - as far as we can tell any level that can drop one 3* can drop any of them.
I've gotten 4 green, 4 red and 1 blue from Battlefield Madness.
Dogs of War int battlefield madness seems to drop all colors at 3 star. I would say the drop rate is close to 5 percent (for a random 3 star shard). In other words, after 100 runs you may get 3 white, 1 purple and 1 red. Just seems like one of the highest rates of any level I've played so far (and I've played a LOT).
