Eternal Encounter was supposed to occur in July, but it was postponed due to players complaining about event pacing. However, we’ve seen no update as to if it will return in the future. Did the devs forget?

Yeah, you're right.
But I believe the next event is Lord of Light part 2. Should start any day now.
Maybe they will do The Eternal Encounter event in betweeen parts 2 & 3 or after it's all said and done.
