About the enormous number of fragment types that remain int he Book of Souls. How about a small drop-rate of "fragment filler" rewards from something like Gold & Soul Vault. The drop is matches one fragment type which is in player's own BoS already but does not match commonly dropped frag types & does not drop a fragment type which is already above one whole. Just a thought.
