Does anyone else have Grim Reaper eddie trigger his attack over and over again I swear the numbers can not be right on this attack. Thought it was suppose to be 30-35% trigger ability. Or is it because he hits 3 times its really 90-105% chance to trigger?
30% on unsharded, 35% if Slash ability is level 3+.
It does seem higher but not sure how the game handles it. Triggers chances seem to vary a lot depending if PvE, offense PvP, defense PvP ... At least, as far as I can tell, for some talismans some toons with same targeting pattern will have different odds to proc. Anyhow you maths are off:
At least one proc at 30% over 3 tries is (1-0.7^3) = 65.7% ... Goes up to ~ 72.5% at base 35%.
I'm also curious if there's more information on proc rates in a general sense, to me the % displayed on the skills/talismans are just indications.
A lot of effects also depend on perfect attacks. I really wish there was a simple explanation of the math by one of the devs.

That's not how probability works.
If you flip a coin which has a 35% to land heads three time, the probability that it will it will lands on heads at least one time is 72.5375%.
I.e., 1-(1-.65)*(1-.65)*(1-.65) = .725375
Proc rate seems about right to me.
