Cosmic Crimean imperial passive t2

So I haven’t bothered equipping the Cosmic Crimean imperial passive t2 Until recently but it shows the following error both in the under my team and even the description while I in battle

(En: Bad ID=CosmicImperial_T2_SetEffectDesc3)

Not only can I not see who all the passive effects
(I know it is supposed to work for lady Azov) but who else does it work on the new Russian characters?

Also I have no idea what the passive is supposed to do or if it even works.
