Don’t have the original post, but he’s right and this has been confirmed by devs several times.
Just can give you an example I experienced in the past: I acquired a rare soul on Mystic Eddie event last year and cashed it in after event was over and got him.

This would really surprise me, as I think I have read the forum quite carefully in the last year. Moreover, that is not a proof, but still thanks for your example! Mystic was added to the character pool by the event and since then you could get him with every rare soul. Maybe sparton will jump in for this one and clarify for all times

Character is not determined until you drop it in the book of souls. I got clansman Eddie from dropping a stack of rare warrior souls that I've had sitting since before he was introduced.

I'm aware of people having a crash during opening souls and being the same result when they try again. No doubt that is to keep people from trying to exploit it. The simple answer is the random number seed is stored with your account, so you'll get the same result because it's the same seed value. If you understand that, I don't need to explain it and if you don't it probably wouldn't help. In some sense, the answer is both. But, you really can get a new character from an old soul.

I will keep looking for a post from a Dev but here is a topic discussed a few months back with others who have had similar examples to say that souls are determined when you are awarded them and not when you turn them in. I have had game crashes after I turned in souls. Loaded the game back up turned in the same souls and was awarded the same characters as before. If they were determined on the turn in then someone could manipulate their connection and keep crashing their game until they received the desired character.

I have had this exact same thing happen many times but I can't see how it could be exploited as the character in the soul is determined prior to opening it.

Thanks Askora for your post and in my understanding the Clansman example is the proof. The seed theory also sounds very realistic to me and as a needed mechanic to prevent exploits. If anybody finds an official statement feel free to Post/link it here anyway.

Askora is right, the character is determined when you put the soul in BOS. Already mentioned by devs few times, difficult to find the posts though.
