Can we expect frontier coins to drop if we collect these new characters with trooper badges the way we currently do with trooper characters, Liliths, eternity characters?

Cyborg Eddie Souls, Warrior Child of the Damned Souls, etc do not give frontier coins.

Something is wrong with the fragments. It says you'll get 15 fragments but you actually only get 10 fragments

It looks like there was an error with the transaction data for some of the new fragment items. We've pulled the items from the store until that is fixed.

If you bought one of those and don't think you got the full 15, please contact support, and they can investigate/add additional fragments as needed.
