Lowering Power Effects

Which DeBuff or Talisman do you use to Lower Power Effects on the target? I cannot figure out what gives this effect to the enemy.

Storm Eddie is good at that. There are a few toons that can also help out.there is a 5hread about this about 2 weeks ago.

storm eddie, angel of pain, assassin corrupt rescuer for toons but if you don't have those shock talismans are probably your best bet.

To lower power use Alliance General. And any char with Energy Talismans.

Thanks for the response guys. Didn't realize that stealing power would be the same as lowering power effect.
