I think last cosmic event gave 2 star evo runes first time. There is no 3 star evo runes.

Got a red T1 magic. I leveled it to max 2 *. Stats are:
HP 7992
Magic 968
MR 744
Magic 15%

Did you open them today, after the update? Did you receive the frags as advertised in the update notes?
