Once passive/perfect disable landed on Charlie the passive stays deactivated the whole rest of the fight and she stays fulnerable for silver buffs.

And perfect disable can land on first move too without a normal passive disable before…

Well with her passive disabled, she can take silver buffs.. and that particular buff starts as normal passive disable and then gets "transformed" to a silver buff I believe. So it doesn't start as silver.
But yeah.. her passive is disabled and it stays disabled.. so does Gunner Hierophant's much of the time. It's all hit or miss where passives are concerned. They've been "buggy' forever. I would not hold your breath waiting on any "fix".-----------------------------
