Trooper Talisman bug?

I have run Charlotte with the Trooper Talismans. She clearly takes damage. The description says allies should get Perfect Immunity and Echo when wearer of Trooper Talismans take damage. The Allies are NOT getting PI or Echo. No enemies/allies have passive disable or beneficial effects block etc.

Anyone else experiencing this?

Damage is reduced by 50% on wearer. In arena the Perfect Immunity and Echo always triggers on all opponent allies when hit. But may be different if it is on one of your own chars...
