It costs abnormally high amount of gold if higher level xp runes are used to level up cosmic talismans. I found it the hard way.

I think this is intentional - cosmic runes are cheaper for normal talisman levelling too I believe?

I doubt it. I only used cosmic runes in the picture as example. But same happens irrespective of color of the runes. The cost of leveling up with a 3 star coloured rune is similar to that of a colorless one. Even though the level increase is 10 in both cases, if a 5 star rune of any color is used, the cost goes up drastically.
