True. His power move doesn't appear while in battle. He has been glitching for some time now.

There are instances during odin raid battles when several allies lose the ability to use their power move with no negative buffs showing.
Muzzleloader-8226.
Axes grind and maces clash as wounded fighters fall to the ground
Severed limbs and fatal wounding bleeding corpses lay all around
