Aren't we supposed to get ghost of the navigator fragments? I reached S and got Wrathchild fragments . Metalking -3386.

That's happened to me a couple times.

Probably not until the next season is well underway - there's always a delay for the frags going into the store, that way it seems more of a reward to those who get the characters from Gauntlet rewards. Give it a month or so and he'll probably be available in store to finish off.
