I might have missed it but does anyone know when these became a once a month purchase for frags

Sneaky bastards. Ya, it used to be unlimited, and you could buy all 10 chunks of frags needed to get one of them on the cheap for 2500 fc all at once (which is what I did). Now it'll take 10 months to get one by frags, assuming they haven't also changed the total cost without telling us as well, ugh. Not sure when they slipped that in there. Probably to encourage people to just buy them outright for 4500 fc instead. Glad I got them before they changed it. Maybe they're going to be buffing them soon and don't want people stocking up on them for cheap.
