Several Characters Not Applying Seal to Baphomet

I've just been trying a few new raid teams and neither Warrior or Sentinel Mercenary Vanguard nor Belshazar's basic attacks apply Seal to Baphomet IX even though they should according to the description (not tried with any other Baphomet). I think all say "Inflict Stop and Seal to all enemies" so I wonder if it is an issue that because the Stop isn't applied then Seal isn't applied either...?

Warrior Heirophant's Passive also fails to apply seal and that says "Applies Stop and Seal" as well.
