I have both Freezing & Paralysis on Blue Allied Soldier and can't remember the last time I saw either work yet I have a couple of Corrupt General troopers that seemingly freeze at 95%. Maybe they behave differently on different characters.

Additional FYI: The App Store update for iOS was finally approved, so that'll be going live soon. That update has fixes for marks not working and shields causing combat to hang.
