So other than danktruffle, has anyone confirmed Horus as a playable character? Reading through the patch notes that Sparton posted in the October 2016 Tuning Update thread, he shows skill adjustments for Horus. I would totally start dropping some resources into Sentinel souls if he's obtainable.

danktruffle is a developers account, for sure. we would have heard if new characters were available, i'm very sure, that horus doesn't drop atm.
the tuning update changes on horus are meant for the boss horus in KOTS:
