Can't Revenge

So I put my phone down for a few hours and come back to find that I've been attacked 10 times. Ok, that's normal. I revenge two of them, and then the 8 remaining say Can't Revenge. What is going on here?

And I just got attacked by another person and I can't revenge them, either. That's 9 out of 10 in the list that I can't revenge. I've been attacked over 40 times since yesterday and I've only been able to revenge against maybe a quarter of them. How does the revenge system work, exactly?

I can't even get close to 20 revenges! :P

I lost over 200 rating points in less than 24 hours and I can't get them back without blowing Ironite. Oh and I just blew 3600 Ironite in a failed attempt to get a Navigator Eddie. Wheeeee!
