Question about the 'special' stat of the talismans

We all know that the special stat in an eddie character or characters like axis commander that have a special ability, raise the effect of that special ability. But what is the point of using these talismans in a non eddie character? Or the special stat raises the passive ability and the power ability as well.
Is someone sure about the answers? Thanks in advance.

It generates fury. The more Special, the more Fury a character generates per action.

Some of the non-Eddie charafters have abilities that scale with Special too - the purple-hatted Axis soldier that I've pulled 3 weeks running from trooper rare gunner/assassin soul for example. His rapid fire ability.
