Yea it still not working for me either on IOS. I just leveled some Freezing Talismans to 30 with blue runes and played a few matches and they rolled back to 28. I'll just keep waiting till Time patch.

This does nothing for leveling up 5* talismans since they can't be ranked up.
They also cost the most in gold to level especially the higher levels.
