when leveling up talismans and characters, does the color of shards and runes actually matter? i know it is important for evolves, but when just raising the lvl, does it actually matter?

It does for me. I get the bonus XP from same color... BUT for most of players it does not. You can simply check by trying to level up with same color runes and then with another color.
It's super simple.

Ditto, I get more xp for using like color rune/shard with what u r leveling.

It matter for the bonus XP and cost. different color runes cost more
