Accuracy Down Bug - known issue, we are working on it

According to the debuff/buff list Accuracy Increases chance of Skill Effects being triggered. Things like stun, silence, blind, burns etc.
Accuracy Down Reduces chance of Abilities triggering. Now if this means it reduces status effects triggering, it is very broken. It is currently preventing damage, healing and debuff clears.
If it is working as intended it is very over powered since it seems to prevent damage and heals at about 75% to 90% of the time even on perfect hits. Seeing as it is often applied with other debuffs like blind, silence of heal block it would seem it is not working as intended.
Even if it is working as intended, the effect of heal, damage, buffs etc not working persist after the buff wears off or is removed. Please fix or remove this effect.

Yep this is a bug and has been acknowledged as such by Matt_LOTB in another thread
