Yes, and the Blue color is the biggest problem to me. I get 4* and 5* Red runes from Secret Locations, but I never got one blue. I can't have 2 magus char on same team because my talis are not even 4* maxed. Hell, I can even evolve 2 of them to 5* but can't put them lvl 2.
