Are these two heroic exclusives or not? It wasn't mentioned during their events and it isn't written in the compendium. Ragnar is going to appear in the next heroic rotation but I am not going to waste my heroic souls to get him when the developers may pull another Magus hierophant stunt and add him to one of the soul pools or stores.

I think it would make more sense for Cosmic Lilith to be a FC purchase.
