Found it. Lets summarize then.

1) Rare souls as loot from the Rift are being reduced (or they were reduced already). Not by much but reduced.
2) RNG stays as it always was, but with added content the % of the really rare ones in this new-formed bigger pool will be lower.
3) Missing chances on rare souls dropping in LoL, might (or might not) be balanced with added features, daily challenges etc. But we don't know when that is.
