I'm also wondering if the badge reporting is bugged. Wouldn't surprise me.
Several troopers that claim to be everyday players (I assume they are) are only reporting badges maybe 3 times a week. Some of those troopers are in this thread.

I'm betting it's bugged like the rest of the game. The Arena is going ape shit crazy with weird bugs for me
the past few days as well.
