The specific character is mainly for the sake of new players, but even if you already have him, a dupe 3* gunner is a decent amount of essence for the Sacrifice feature.

Oh man, there is definitely some weirdly set values in the data for skills that use Bleed.

The intent is:

  • Does true damage
  • Can stack (ie get multiple bleeds on the same character at once)

Don't forget you need to kill the target you have selected (doing an AoE that kills someone that isn't selected won't make First Blood trigger unless the selected character is also killed). That's not intended, but that's a known issue.
