i was farming a few days kingdom of sands madness (final level), but i don't get one of them in about 200 tries.i would really like to try a set of those...does anyone know, where they drop constantly?

These are pretty nice. I've got a set on my allied general and between them and his innate ability he's always stealing stuff and getting my Eddie ready for his special!

I have a question on these talismans. Does the + special tali's do anything for non eddie characters?

Yes, special stats increase Fury gained per action so your Eddie can use Special Move earlier, with the help of allies.
