It says rain also adds marks for each other mark on the target. A used mark is 5%hp i believe.
I might get you wrong here but it seems you are even more upset about rainmaker even tho he gets buffs.
Instead of buffing a char way op they might buff him bit by bit until satisfied.
Im just trying to be positive about it.
