But there were events that allowed the purchase of 2 star and 3 star evo runes - I can't remember if it was via $$$ or frags.. but they were there. And one could purchase a few Catalyst souls over the past month or so, with luck, providing enough ashes, onyx, ect for 1 evolution. I'm only 1 or 2 items away regarding those.

I think last cosmic event gave 2 star evo runes first time. There is no 3 star evo runes.
